What does the Houston consulate list for a body shipment?
Houston lists a death certificate, transit burial permit, noncommunicable-disease certificate, embalming certificate and a notarized identity or citizenship record for a body-shipment NOC. Read the published consular checklist. Texas is within Houston’s jurisdiction. Confirm submission arrangements before visiting; the site says consular services are appointment-based.

A document appearing on the consular list does not establish a general Texas legal requirement. Ask which original, copy, signature and authentication the office will accept for this particular shipment.
Give the director the exact name shown on the identity record before certificates and bookings are prepared. Keep a list of corrections requested and copies already sent so the family is not working from several incompatible versions.
Check the apostille route for the intended use
Checked September 21, 2026, the HCCH status table records Pakistan's Apostille Convention entry into force on March 9, 2023. Verify the Dallas and Pakistan flight legs separately
Checked September 21, 2026, Emirates publishes seven weekly Dallas/Fort Worth (DFW)-Dubai (DXB) flights and nineteen Dubai-Karachi (KHI) flights. One option to investigate consists of these two Emirates legs. Weekly frequency does not identify which connection accepts a funeral shipment or guarantee space on a chosen day. Ask the cargo team to confirm both flights and the transfer. If a different carrier becomes involved, clarify separate bookings and responsibility before paying.
The Emirates Solace guidance requires advance coordination of origin and destination documents and lists a hermetic-sealing certificate. A passenger itinerary does not replace cargo acceptance.
Agree on the receiving handoff before booking
OPF describes airport assistance with clearance of human remains and ambulance coordination to the home town. It requests the flight number, departure date, arrival time, Pakistan contact and final address. Confirm directly whether the case qualifies and who will present the documents. This assistance does not establish that a health permit is unnecessary; the receiving professional must confirm the authorization applicable to the actual airport and case.

Tell us the family’s wishes without assuming a practice
For a family following this Muslim guidance, Dawat-e-Islami's Dar-ul-Ifta Ahl-e-Sunnat permits seeing the face before or after the funeral prayer while directing that viewing should not delay burial. Discuss janazah, the funeral prayer, and farewell arrangements with the chosen imam before the transport container is sealed. Do not promise reopening after arrival without checking health and carrier conditions. This religious guidance does not represent every Pakistani family's beliefs.
If a desired practice seems to conflict with a consular or carrier instruction, identify the exact conflict before preparation begins. Ask the provider and the family’s chosen religious adviser to discuss the available arrangements. Avoid promising a ceremony time while release, documentation or transport remains unresolved.
For cremated remains, request a separate checklist from the relevant authorities and the airline. Do not apply the body-shipment NOC list to an urn by assumption. If cremation is being considered by the family, an alternative container may be used for direct cremation; a casket is not required for that service.
Ask OPF about eligibility before counting on assistance
The Overseas Pakistanis Foundation financial-aid page describes assistance tied to membership or qualifying registration and eligibility conditions. Its funeral-grant section also addresses return and burial in Pakistan. OPF decides eligibility; nationality alone does not establish entitlement.
Ask the office which program, applicant and deadline apply before paying expenses in expectation of reimbursement. Request the current evidence list and keep receipts separately from the transport documents. Tell relatives whether help is merely being investigated, applied for or actually approved. Those are different stages, and an application is not money available to the family.
The OPF page describes the funeral-grant deadline differently in its introduction and eligibility list: one refers to death, the other to burial in Pakistan. Ask OPF which date controls your application and request that answer promptly; do not assume that a later burial extends the deadline.
Keep identity cancellation separate from shipment paperwork
NADRA provides a cancellation-certificate process following a death. Ask NADRA which current procedure and evidence apply when the death happened outside Pakistan.
Assign one relative to keep a list of identity, pension, banking and property questions after the funeral. Ask each institution whether it needs a certified death record, translation, authentication or its own form, and whether it retains an original. Order copies based on those answers rather than an invented universal quantity. Do not assume the papers accepted for transport are sufficient to settle an estate.
If someone in Pakistan must act for relatives in Dallas
The Houston consulate links to NADRA’s online power-of-attorney service and states that its manual route also operates. This does not determine whether a particular authority is appropriate for an estate, bank or property matter.
Ask a qualified adviser in Pakistan what document is needed, whose signature is required, whether personal attendance is necessary and which institution must accept it. Families may choose the goods and services they want; ask what each requested arrangement requires and what is optional.
Identify the person paying each provider and the currency of each quote. Ask how a changed route or an arrival outside normal receiving hours would affect the estimate.
