Start with the Houston consulate
The Dominican Embassy's official consular directory lists the Houston office at 6117 Richmond Avenue, Suite 100. Ask that office to identify the current shipment procedure for a death in Dallas or Fort Worth. Tell the staff whether the family plans a body transfer or transportation of cremated remains, and provide the intended Dominican arrival airport and receiving town.
Keep the consular shipment file separate from civil death registration. Request the name of the document that authorizes this particular transfer, who submits it, whether originals must travel and how a changed flight is reported. Do not send passports or medical records through an ordinary website inquiry. Use the secure delivery method specified by the responsible office.
Match apostilles to the issuing authority
The HCCH Apostille Convention table records August 30, 2009 as the Convention's entry into force for the Dominican Republic. For a Texas-issued record, consult the Texas Secretary of State authentication guidance; a federal document has a different issuing authority. Ask the receiving institution which certified record and Spanish translation it will accept before purchasing additional copies.
An apostille authenticates a public document's origin; it does not reserve a flight or authorize release at the airport. Keep the original certificate, any attached authentication and its translation together. A misspelled surname should be resolved with the issuing office before the same error is carried into translations, airway bills and cemetery paperwork.
Use the correct body or ashes checklist
The Dominican consulate in New York publishes separate shipment-document instructions: its body checklist includes a death certificate, a noncommunicable-disease certificate and a notarized embalming certificate; its ashes checklist includes death and cremation records. These are New York's published instructions, useful for identifying questions rather than a substitute for Houston's case-specific checklist.

Plan for Dominican health inspection
Decree 84-16, Article 25 and its paragraph places inspection of bodies and human remains under MISPAS standards and procedures. The Dirección General de Epidemiología continues to list that decree in its legal framework. A consular document should therefore never be treated as evidence that airport health review has already occurred.
Before departure, ask the receiving funeral professional to confirm the applicable MISPAS procedure at the selected airport, the office handling the file and the documents that must arrive with the shipment. Record who can resolve a document discrepancy after landing. This guide does not establish a universal arrival-permit form or a guaranteed clearance time.
A dated Dallas–Bogotá–Santo Domingo option
The Avianca Cargo September 2026 schedule lists DFW–BOG flight AV0189 on Monday, Wednesday, Friday and Sunday, plus daily BOG–SDQ services AV0208 and AV0250. For September 1–30, that supports researching a two-flight route through Bogotá to Santo Domingo. The listed Dallas leg has no Tuesday, Thursday or Saturday departure.
This published pattern is not confirmed space for human remains. Avianca Cargo special-cargo instructions require advance coordination and confirmed space. Ask the cargo team to approve the connecting itinerary, container and documents for every leg, including transit through Colombia. Do not buy a family's tickets on the assumption that the shipment will accompany them.
Let the family choose the reception
UNESCO documents the Congos of Villa Mella tradition, including observances at the wake, cemetery procession and ninth day of mourning. Those practices belong to a particular community; Dominican nationality does not establish a family's religion or preferred ceremony. Ask whether the family has a connection to that tradition before including it in arrangements.
Identify the person who will coordinate prayers, music, viewing or a secular gathering in the receiving town. If relatives expect an observance tied to the death date, discuss what can happen while transport is pending. Keep those wishes separate from the airline's actual arrival confirmation so a respectful gathering does not depend on an unconfirmed flight.
Register a Dominican citizen’s death
MIREX civil-registration guidance describes declaring a Dominican citizen's death to a consular office. It lists the foreign death certificate, available Dominican identity records and a witness, with additional requirements possible. Ask Houston how this registration relates to the shipment file and whether a separate certificate is needed for later civil matters.
Make a recipient list for documents needed after arrival: family representative, civil registry, insurer, pension administrator or bank, as applicable. Confirm each recipient's requirements directly. A transport document should not be assumed to satisfy a financial institution, and handing over the only original without recording its recipient can complicate later requests.
Ask MIREX about assistance before committing funds
The Dominican government’s traslado de restos service describes an application for assistance with returning a deceased Dominican citizen. Its listed materials include a request, identity and family contact information, and a death certificate translated into Spanish and apostilled. Ask the office to explain the applicable eligibility review and any written authorization before treating assistance as part of the payment plan.
An application is not an award. Request a separate written quote for the family's obligations and record who pays each provider. If support remains undecided, ask which arrangements can remain provisional and which expenses would become nonrefundable. Do not interpret the program's administrative processing period as the time a shipment will spend in transit.
Keep estate authority separate from funeral coordination
MIREX offers consular powers of attorney for specified matters. If a relative in the Dominican Republic must handle an estate or other legal affairs, have a qualified professional identify the correct authority and wording. Being named as the airline's consignee does not, by itself, establish inheritance rights or permission to operate an account.
Record the representative's full name and contact method for each role. One person may collect documents while another handles the cemetery or legal affairs. Clear roles reduce conflicting instructions without requiring the family to share sensitive records with everyone participating in the funeral.
Questions before confirming the transfer
- Does a Dominican death declaration replace shipment approval?
- No. Ask the consulate to identify the civil-registration document and the separate requirements for transporting and receiving the remains.
- Is the September route guaranteed for our case?
- No. Its published operating days are a research starting point. Cargo space, transit approval and the receiving arrangement must be confirmed for the actual shipment.
- Can we arrange a ceremony before cargo release?
- Discuss flexible plans with the receiving family and provider. Do not describe a provisional arrival as confirmed or promise a viewing before release and preparation are approved.
