Which decisions should the family make first?

Identify the municipality where the final arrangements will take place and the person authorized to speak for the family. Give the director the receiving provider’s details if one has been chosen. Explain whether the family wants a viewing in Texas, a ceremony in Colombia or both, so the proposed care and transport can be discussed together.

Ask the receiving professional to name the health authority responsible for the actual arrival and local transfer. An arrival airport and a final burial location may involve different contacts. Write down which provider will communicate with each office. A general country guide cannot establish what an individual receiving authority has accepted for a particular shipment.

What does Houston say about Colombian death registration?

The Colombian consulate in Houston’s civil-registration guidance lists the foreign death certificate with apostille and Spanish translation when needed, identity records for the deceased and declarant, and personal presentation by the declarant. For a U.S. death, it identifies the relevant state Secretary of State for the apostille.

Request the current appointment and filing instructions before visiting. Have the office check the names against the available Colombian and U.S. records. Registration and transport are connected administrative matters, but do not assume that completing one automatically satisfies every requirement of the other.

Ask the receiving institution whether it will keep the original before ordering additional certified records. A certificate accepted by an airline may still need different formalities for a civil or financial purpose.

Match the apostille to the record issuing authority

Checked September 20, 2026, the HCCH status table records Colombia's Apostille Convention entry into force on January 30, 2001. For a Texas record, consult the Texas Secretary of State's instructions. Colombia's Cancillería does not apostille a Texas-issued certificate. Identify the issuing authority first; a federal record follows a different route. An apostille authenticates origin and does not replace health review or decide whether a translation is sufficient.

Account for Colombia’s current health framework

Colombia’s Resolution 717 of 2026 identifies the Annex 3 preservation, packing and transfer record in Article 49 and an entry/exit review under Annex 7 in Article 50. Article 53 provides twelve months to adapt from publication on April 23, 2026. Ask the receiving provider and health authority which current forms and implementation instructions apply to this shipment; do not rely solely on an older checklist.

Ask who prepares the record, who presents it and who confirms that it is sufficient before the flight is committed. Do not ask a family member to complete a provider’s technical declaration without the responsible professional. Keep any request for a revised certificate or additional translation in the same written case checklist.

Separate airport collection from the final destination

For September 2026, Avianca Cargo lists AV0189 from Dallas/Fort Worth (DFW) to Bogotá (BOG) on Mondays, Wednesdays, Fridays and Sundays. This is one flight leg; Tuesday, Thursday and Saturday are not listed for that flight. The carrier requires advance space coordination for human remains. Confirm shipment acceptance, airport collection and onward travel to the final municipality. A published timetable is not reserved space or a delivery promise.

Ask the airline or cargo provider about the exact itinerary and acceptance conditions. A passenger flight search is not proof that the proposed shipment can travel on that service. Do not buy nonrefundable travel around a tentative cargo estimate.

Use the instructions for ashes when ashes will travel

Article 26 of Resolution 717 describes an urn and cremation certificate for air transport of ashes, alongside airline packing requirements. Body-shipment preparation and passenger-urn travel should not be treated as the same procedure.

Tell the airline the planned route and whether the family intends to carry the urn or use a cargo service. Ask about the container, documents, connections and security inspection before purchasing or permanently sealing an urn. Obtain instructions for transit points as well as Colombia. If the family chooses direct cremation, a casket is not required; an alternative container is available for that service.

Ask what consular assistance actually covers

In its published explanation of repatriation assistance, Colombia’s Foreign Ministry describes guidance and accompaniment for families and states that it does not have a general budget allocation to pay for repatriation of remains. Ask the consulate about the current case; do not treat an assistance request as guaranteed funding.

Before relatives fundraise or commit money, ask whether an existing employer benefit, policy or other arrangement might respond. Notify Colpensiones separately from the funeral

Colpensiones asks for an apostilled civil death record or equivalent document to report a pensioner who died abroad. This step applies when Colpensiones administered the pension; another administrator may use a different procedure.

Identify the administrator from the available statements and request its current reporting channel. Keep proof of delivery and ask how to handle any payment received after death; do not treat it as available family funds without clarification. Asking about potential survivor benefits is a separate task, with eligibility decided by the administrator. Record which originals it will retain before ordering additional copies. Agree where the ashes will remain after arrival

For families choosing Catholic disposition, the Colombian Episcopal Conference explains keeping ashes in a sacred place, such as a crypt or columbarium. Discuss availability and conditions with the receiving parish or cemetery before selecting the travel container and itinerary. Ask who will receive the urn and how the transfer will be recorded. This is a decision for families following that religious practice; it does not describe every Colombian family's beliefs or replace civil requirements.

Ask which authority the receiving institution accepts

Houston's notarial-service list includes special powers of attorney, substitution and revocation. Before signing, ask the Colombian institution or a qualified adviser to identify the authorized task, representative and acceptable format. Confirm the appointment and documents with the consulate. A funeral contact does not acquire authority over assets; this guide does not determine heirs or draft a power of attorney.

Compare scope rather than an unsupported total price

Review the published cost and process information, then ask for the individual case quote. Clarify care in Texas, documents, preparation or cremation chosen by the family, container, international transport, receiving services and onward travel. Families may select the goods and services they want; ask what is necessary for that choice and what remains optional.

Does an apostille replace the receiving health paperwork?

Can the family announce the ceremony when a route is suggested?

Ask what is confirmed and what remains pending before making arrangements that cannot be changed.
