Four honorary consulates, and no districts at all
Most countries in these guides divide the United States into consular districts and put Texas in one of them. Cambodia does not. Its list of consulates in the United States and Canada names four honorary consulates, in Lowell in Massachusetts, Seattle, Long Beach in California and Philadelphia, together with Montreal, and assigns no territory to any of them.
So a Dallas case goes to the embassy in Washington, at 4530 16th Street N.W., open nine to twelve and two to five Eastern time, Monday to Friday. It is handled by post rather than at a counter, which is what makes the timing real rather than nominal. We name offices and addresses here and never the officers who hold them. One gap worth stating: the Texas Secretary of State consular index refused every attempt to open it on the day this guide was written, on both of its addresses, so nothing from that index appears here.
The hardest line on the list may be one you cannot get
Read the embassy document list and most of it is ordinary: paperwork a Dallas funeral director produces every week. One line is not. The embassy asks for a copy of the deceased person's Cambodian passport or identity document, showing the name in Khmer script.
For a family whose relative arrived decades ago, naturalised, and let Cambodian documents lapse, that line can stop everything before it starts. It is not a detail to discover at the end. If no current Cambodian document exists, raise it with the embassy in Washington first, before paying for anything else on the list, and let them tell you what they will accept in its place. We are not going to guess at that answer here, because the embassy does not publish one and a wrong guess would cost a family a week.
A certified copy, and not the original
The rest of the list is precise, and one item on it runs against instinct. The embassy asks for a certified copy of the death certificate and says explicitly that it does not want the original. Families who have been carefully guarding the original can keep it.
Alongside that it asks for a request letter naming the place of burial in Cambodia, the Burial or Transit Permit, an Embalmer's Affidavit, a letter stating the absence of communicable disease, the air ticket where a body rather than ashes is travelling, the service fee and a prepaid return envelope. The embassy states that it processes in seven working days, to which return shipping has to be added at both ends, because the file travels by post.

The embalmer’s affidavit appears on the ashes list too
Cremation usually removes requirements. Here it removes fewer than expected. The cremated remains list carries the same core documents, and it carries the Embalmer's Affidavit with them, which is unusual enough that we will not state it flatly as settled.
An embalmer's affidavit is a document about a body that was embalmed. Where cremation followed embalming it exists already. Where it did not, a family may be asked for a document nobody can truthfully produce. Telephone the embassy and ask what it accepts for a cremation with no embalming, before paying a funeral home to prepare anything. The air ticket, by contrast, is asked for only where a body rather than an urn is travelling.
What is not published, said plainly
Three things this guide will not tell you, because no source we opened tells us. There is no fee figure. The embassy's page says Service Fee and prints no number, so none appears here. What is verified is how it must be paid: money order or certified cashier's check only, payable to the Embassy of Cambodia. No card, no personal check.
Cambodia has no row in the HCCH status table, which runs from Burundi to Cabo Verde to Canada, so a Texas apostille is not the finishing step. The embassy's own authentication service asks instead for the original authenticated letter from the United States Department of State, which is full consular legalisation. A Texas Secretary of State certificate is still the first link in that chain. Finally, we could not establish what Cambodia requires at the border: its customs site would not connect, and the foreign ministry consular pages render their content by script in a way that returned two different addresses as identical files, so we cannot even say whether a page on remains exists there. No airline's own site would open either, and no routing is claimed.

No fee is stated because the embassy publishes none. No Cambodian customs or port-of-entry requirement is described, because the customs site would not connect and the ministry site renders by script; that absence is not evidence that no rule exists. The Texas Secretary of State index refused both of its addresses on the day of writing. No airline policy is cited and no routing between Dallas and Cambodia is claimed.
